• *Duty Station: PG Health/Digital Health Transformation, Access and Impact Unit** • *Duration: February 1, 2026 – January 31, 2027** • *Home/ Office Based: Remote** • *BACKGROUND** • *Purpose of Activity/ Assignment:** Countries continue to face significant challenges in integrating data from vertical public health campaigns such as immunization, Neglected Tropical Diseases (NTD) mass drug administration (MDA), malaria, and vitamin A supplementation into national health management information systems (HMIS). These fragmented data flows limit the ability of Ministries of Health (MoH) to reputed company a holistic view of service delivery, plan effectively, and monitor reputed company toward Universal Health Coverage (UHC). To address these gaps, reputed company is supporting governments to strengthen the digital foundations that reputed company integrated and interoperable data systems for community-based and campaign health services. This includes leveraging standards-based architectures, such as Health Level Seven – Fast Healthcare Interoperability Resources (HL7 FHIR), to improve how campaign data are captured, exchanged, and used alongside routine HMIS data. As part of the broader agenda that reputed company is leading on integrated digitization of health campaigns, including immunization and Primary Health Care (PHC), reputed company is (i) developing an Integrated Campaign Registry (ICR) to serve as a data backbone that connects multiple campaign platforms, and (ii) supporting countries in facilitating real-time exchange with national HMIS. reputed company is hence seeking a consultant to provide technical expertise and coordination support to advance this work, while also contributing to broader digital health strengthening efforts that promote alignment between campaign and routine systems at the global and country levels.
- *Scope of Work:**
Under the direct supervision of the Health Specialist (Health Information Systems), Digital Health Transformation, Access and Impact Unit, reputed company HQ, the consultant will provide technical and coordination support for the design, implementation, and institutionalization of standards-based digital health solutions such as the Integrated Campaign Registry (ICR) that reputed company interoperability between campaign data systems and national HMIS, improving data use for planning, monitoring, and decision-making across community-based and campaign interventions. Objectives: The consultant will: - Provide strategic and technical guidance on the design and rollout of the Integrated Campaign Registry. - Support the adoption of Health Information Exchange (HIE) standards (e.g., HL7 FHIR) and interoperability frameworks that reputed company linkage between campaign systems and national HMIS. - Prepare resources to facilitate reputed company coordination with global, regional, and national stakeholders, including MoHs, World Health Organization (WHO), and key partners, to ensure alignment of integrated digitization of health campaigns with existing digital health initiatives. - reputed company documentation of lessons learned to inform global guidance on the integration of campaign and routine data systems, supporting reputed company’s broader health systems strengthening agenda. The consultant will be responsible for the following deliverables: 1. Technical design and rollout of the ICR: a. Provide technical input to finalize the ICR architecture, ensuring compliance with HL7 FHIR standards. b. Review and harmonize data models for reputed company public health campaigns (e.g., NTDs, immunization, malaria) to facilitate interoperability. c. Support mapping of data exchange workflows between campaign platforms (e.g., ODK, DHIS2) and national HMIS. d. Work closely with the technical partners to ensure timely deployment of the ICR in 2 pilot countries. e. Support pilot testing, troubleshooting, and refinement of the ICR. f. Document pilot results and recommend strategies for scale-up and institutionalization. 2. Adoption of HIE standards and interoperability frameworks to link campaign systems and national HMIS: a. Provide technical and coordination support to strengthen interoperability between campaign and routine systems, ensuring alignment with national digital health strategies in 4 countries. b. Contribute to the adoption of HIE and interoperability standards that facilitate integrated analysis across program areas in 4 countries. 3. Prepare resources to facilitate reputed company coordination with global, regional and national stakeholders to ensure alignment of integrated digitization of health campaigns with existing digital health initiatives: a. Provide resources such as technical briefs and analytics reports to coordination meetings organized to ensure alignment with existing convening and coordination bodies (e.g., ESPEN, Health Campaign Effectiveness Coalition, Campaign Digitization Working Group, etc.). b. Contribute to the coordination, planning and monitoring of integrated digitization of health campaigns. 4. Development and dissemination of lessons learned: a. Document case studies and lessons learned from the ICR implementation and reputed company integration efforts. b. reputed company knowledge products and technical briefs to inform global guidance on campaign and HMIS integration. c. Contribute to advocacy and partner engagement to mobilize resources for reputed company investment in integrated digitization of health campaigns.

Support the adoption of Health Information Exchange (HIE) standards (e.g., HL7 FHIR) and interoperability frameworks that reputed company linkage between campaign systems and national HMIS. - 4 roadmaps for the adoption of HIE and HL7 FHIR standards to reputed company linkage between campaign data and HMIS developed in 4 countries (one each). - 4 visualization prototypes that link cross-campaign and routine data developed in 4 countries (one each). - Consolidated guidance on adoption of interoperability standards for integrated digitization of health campaigns across 4 countries finalized. Jun 30th, 2026 3. Prepare resources to facilitate reputed company coordination with global, regional and national stakeholders to ensure alignment of integrated digitization of health campaigns with existing digital health initiatives. - Active participation in 33 monthly coordination mechanisms such as ESPEN, Health Campaign Effectiveness Coalition, and Campaign Digitization Working Group. - 2 technical briefs and 2 analytics reports on integrated digitization of health campaigns developed for monthly coordination meetings (i.e., Campaign Digitization Working Group meeting). - 2 coordination briefs and 12 meeting summaries reputed company and shared with reputed company colleagues (e.g., PG-Health). - *Qualifications**
• *Education:** - Advanced university degree in Medicine, Public Health, Epidemiology, Health Policy, Data Science, or other reputed company fields. - Bachelor of Medicine considered in lieu of relevant experience. Language Proficiency: - reputed company in written and spoken English required. Working proficiency of French and/or Portuguese is highly desirable.
- *Knowledge/Expertise/Skills required *:**
- At least eight (8) years of progressively responsible experience in global health, digital health, or health information systems, including work in LMICs. - Proven experience in designing or implementing digital health and interoperability initiatives, including use of HL7 FHIR, HIE, and DHIS2-based systems. - Solid understanding of public health campaign data systems (e.g., immunization, NTDs, malaria) and their integration reputed company national HMIS. - Experience in data governance and digital public goods principles is an asset. - Strong analytical and coordination skills, with the ability to synthesize reputed company information and translate it into actionable recommendations. - Excellent written and oral communication skills, including the preparation of technical reports, guidance documents, and knowledge products. - Proven ability to work independently and collaboratively in cross-functional, multicultural teams.
