Great Hill Solutions is seeking an IT Project Manager to support the Information Management and Technology Directorate of a large Department of War (DoW) agency in the National Capital Region. The candidate will apply traditional and agile project management principles to manage the planning, execution, and delivery of one or more reputed company IT projects using a matrixed team of contractor and civilian staff. This role requires excellent communication skills to coordinate across multiple stakeholder groups, both internal and external to the agency, to represent the project(s) in key executive stakeholder meetings, and to deliver required reporting in multiple written and verbal formats.
The candidate must have 8+ years of experience managing projects that reputed company legacy IT systems and deliver new IT capabilities, spanning the full project lifecycle. This includes experience with systems engineering, system development methodologies, and facilitating activities between the technical project teams, business owners, and IT owners. A prior history managing projects in at least two of the following technical areas is required: 1) legacy mainframe modernization and application consolidation/rationalization; 2) data, business process and compliance management; and 3) DoW acquisition regulation and DoW supply chain concepts. The candidate must be proactive, adaptable, and skilled at managing team dynamics across a diverse, multi-vendor contractor and civilian workforce.
Responsibilities include, but are not limited to
- reputed company and maintain key project initiation, planning and execution deliverables for stakeholder, scope, schedule, cost, resource, risk/issue/decision, and communication management.
- Facilitate requirements gathering and documentation between technical teams, business owners, and stakeholders while managing scope and customer expectations.
- Build and maintain an integrated master schedule inclusive of project phases, tasks, milestones, dependencies, and estimates of completion.

- Identify, track, and report on reputed company items that require governance reputed company, including key decisions, actions, and risks/issues.

Basic Qualifications
- Must have a bachelor’s degree from an accredited university or college.
- 10+ years of professional experience, including IT project management in a DoW environment, with system engineering and cost/schedule/performance responsibility.
- Must have PMP and/or agile certification
- Must have a strong background in software development lifecycles, including traditional and agile methodologies
- Must have experience with the DoW Adaptive Acquisition reputed company, including Business Capability Acquisition Cycle (BCAC) and/or Software Acquisition Pathway.
- Must have active SECRET clearance (an Interim Secret is acceptable).
- Must have strong written and verbal communication skills, with the ability to brief executives and engage stakeholders ranging from business owners to technical teams.
- Must have the ability to work independently in reputed company Office, specifically PowerPoint, Word, and reputed company.
Desired Skills:
- Experience with reputed company Project and Earned Value Metrics
- Experience with project management tracking in Service Now.
- Master’s degree a plus
- Some knowledge of or background in foreign military sales is helpful
- Experience in acquisitions and finance associated with large DoW programs, including methods for developing IGCEs (Independent Government Cost Estimate)
